Org. Setting and Reporting
This position is located in the United Nations Office for Partnerships. Guided by the priorities of the UN Secretary-General, UN Partnerships is the gateway to the UN system to connect and co-create partnerships to deliver solutions to reach everyone, everywhere. In its role as a connector, UN Partnerships proactively engages, convenes and leverages stakeholders, initiatives and solutions in support of the Decade of Action to keep the promise of the Sustainable Development Goals (SDG). UN Partnerships oversees the SDG Advocates programme, the UN Fund for International Partnerships (UNFIP), the UN Democracy Fund (UNDEF), and the SDG Strategy Hub. The incumbent will support all initiatives of the UN Partnerships and report to the Executive Director of UN Partnerships, and work closely with other members of the team.

Responsibilities
Within delegated authority, the Senior Programme Officer will be responsible for the following duties:
• Takes the lead to develop, implement and evaluate assigned programmes/projects of UN Partnerships, including strategic planning documents, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; leads development and negotiation of legal and financial documents and directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; conceptualize, develop and lead on UN Partnerships’ engagement with Member States, including the Group of Friends and funding mechanisms liaises with relevant parties; identifies and initiates follow-up actions.
• Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Directs research and programme evaluation under UN Partnerships’ mandate and presents information gathered from diverse sources.
• Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,
• Coordinates survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
• Directs substantive support to intergovernmental bodies, consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Manages outreach activities focused on Member States and various industry-focused networks; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
• Leads official trips, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, represents UN Partnerships at relevant events and conferences etc.
• Leads activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) resource mobilization and grant management and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Serves as an effective spokesperson and establishes collaboration and partnerships with a focus on SDG 12 – responsible consumption and production and creative and lifestyle sectors, with key officials at all levels inside and outside the organization.
• Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff
• May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in project, programme and financial management, including audits, and administration or related area is required.
Experience with Government’s engagement on strategic issues, including advisory boards is required.
Experience in developing resource mobilization strategies and implementation, including negotiating complex legal instruments is required.
Experience in program management and grant management from Governments is required.
Experience in conceptualizing and leading global SDG-focused partnership initiative is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
